Although internal and external barriers may be present, the internal barriers are the greatest impairment to the implementation of a sound EMS (Hillary, 2004) Of these barriers; many are related to the unfortunate issue of environmental attitudes. However, many studies have suggested that the lack of drive towards further adoption of environmental practices and initiatives such as EMS in business is not mainly due to an absence of positive environmental attitudes within the business (Tilley, 1999). Although positive environmental attitudes have been found to be an important factor in the introduction of environmental initiatives in businesses, it does not appear that this criterion is sufficient to produce behaviours consistent with those attitudes. To illustrate this issue, a study of SMEs within the UK, 77% of the organisations reporting held the belief that environmental issues were either related to business issues, or business issues themselves.
