In Scotland as in Finland everyone has the right to accommodation if they are homeless whether unintentionally or not, but this accommodation will be most likely be temporary in a hostel or bed and breakfast and they will probably stay there for a long time due to the lack of suitable accommodation which means they are then stuck in the cycle of going from one temporary accommodation to another one, I know of someone who has been put up in a bed and breakfast hotel in Glasgow for the past 5 months and from here it is likely that he will be moved into supported service or a hostel, the cost of this to the tax payer is extortionate when compared to the cost of using the Housing First model of housing him with adequate support. In Glasgow especially there is a heavy reliance on services to accommodate the homeless. The Scottish Government are committed to building 50,000 houses from 2016-21, also like Finland, the Scottish Government provide funding through loans and grants to others for new builds and the development of existing stock.
