As a first step in implementing a cloud, a governing body with an excellent understanding of business goals and know to measure and monitor service to the customer must be established. This group of people is also responsible for negotiating deals with a cloud vendor, driving the transition to the cloud, creating awareness on a cloud in the organization, take key decisions, monitor cloud post-deployment, measure success, compliance to policies, etc.
